In this work we develop an integrated framework for energy-efficient technology investments based on a Decision Support System (DSS). The framework provides an environment that promotes the necessary stakeholders dialog, been this the main contribution of this research. The proposed scheme allows the represenation of the optimization model, including all relevant subsystems and their interactions, dealing with both strategic and operational planning, and including technological and financial-oriented decisions. The solution of energy systems optimization problems is performed using stochastic optimization techniques and manages risk via Conditional Value at Risk (CVaR). The framework is suitable of being implemented in a DSS for robust decision making at the building level, facilitating the unavoidable stakeholders dialog. The model and DSS presented have been tested using real data, providing robust solutions for energy supply planning in the short, mid and long term.
